An Outcast is a user that has been blocked from the Chronicles of Ancient Darkness Wiki for any period of time. A user who returns after a ban will be Outcast for the designated period, making them unable to do certain things until they rejoin their clan.
A user who has been made Outcast will have this template on their page:

Admin tools: Contributions - Block log - Modify block - Blocked users
Any user who violates the Outcast law will be blocked further, in accordance with the Blocking policy.
